Increase rental payments to CRP enrollees who donate or sell hunting access easements on their CRP lands, enter into access agreements, or enroll their lands in a state access program.

Assessment of Status: Incomplete

The Voluntary Public Access Program (VPA-HIP) was included as part of the 2008 Farm Bill but did not have a baseline authorization. It has been included in the appropriations up until this year. Most states that went through the process of establishing how they would have implemented a VPA-HIP on the state level have shifted costs to the individual hunter to underwrite the program.
